I live in a small housing development, 8 houses in a cul-de-sac, and I would like to plant several trees along the street in front of my house. I am looking for a tree that will get tall enough to give some privacy to the second level of the house, but not so large that it will outgrow my lot. Do you have any ideas?

Sounds as though you're looking for a small to medium-sized tree (as opposed to one that can reach 60'). Some choices include Chionanthus (Fringe Tree),Chitalpa tashkentensis, Crape Myrtle, Acacia, Albizia (Silk Tree), Laburnum (Golden Chain) or Cornus (Dogwood). Each of these trees are well-behaved and all produce seasonal bloom. For a complete rundown on their characteristics, consult Sunset Western Garden Book.
