Is it okay to water vegetables ( lettuce, squash, cucumbers, carrots and tomatoes) at night? I've heard that mildew can be easily spread through the vegetables if they are watered at night.

The rumor you've heard is true. It's never a good idea to water in the late evening because the leaves will remain wet for prolonged periods of time, making them more susceptible to disease. If you have a choice, the optimal time to water is very early in the morning. This will give the plants a long, cool drink of water to prepare them for the hot summer sunshine, and still allow the leaves to dry before nightfall.
