I understand steer manure must be worked into the soil and left for several months before planting in it. Howevwer, if I buy composted steer manure can I plant in it immediately after working it into the soil?

The act of composting helps leach out urea and will also kill most weed seeds. Composted manure is aged-manure; you can plant immediately after working it into your soil.
