Oriental poppies are very difficult to transplant because of the way their somehwat brittle root system grows. The best time to try though is in the summer when they are dormant, moving them when they are actively growing can kill them. Be careful to try to take the whole thing because bits of root left in the ground may regrow into new plants. Broken root pieces can also be planted to start new plants -- just be sure to plant them right side up. Good luck with your project!
