What kind of flower is the Hawaiian blue eyes? Is it a ground cover and is it a perennial?

Nemophila menziesii is a 6"-10" high, branching annual with sky-blue cup-shaped flowers. It self-sows readily, but has a short bloom season. It's best used as a companion to spring blooming bulbs, not as a groundcover.
