I am looking for a low growing, low maintance groundcover to brighten, and beautify the space between the street and the sidewalk. There is no watering system in this area, so low watering needs are an important factor. It's exposure is western, with lots of hot sun throughout the summer and fall, and no shade.

There are a number of plants that will actually thrive under the conditions you describe! Ice Plant (Cephalophyllum or Drosanthemum) are succulent plants that produce bright pink or purple flowers all summer long. Thymus praecox is attractive, yet tough enough for foot traffic, and Gazania is a spreading groundcover with bright yellow or orange flowers which open during the daytime and close up at night. Any of these plants will fit your need.
