Unfortunately I can only think of a few blue flowered shrubs. Big-leafed hydrangeas are a medium sized shrub available with blue blooms in summer, caryopteris is a smaller shrub and has blue blooms in late summer, and the blue flowered form of Rose of Sharon is another summer bloomer in blue. None of these is fragrant, but they can all be maintained by trimming although the latter is of course a larger plant overall. I'm sorry I can't be of more help.
