Question: How to get rid of pest on rose bush?

Answer: Based on your description it's difficult to make a recommendation, but it is possible that Japanese beetles are eating holes in the leaves. If this is the case, a neem-based spray should take care of the problem. It is also possible that some sort of caterpillar is eating the leaves. Bt (Bacillis thuringiensis) is effective against caterpillars. Please be sure to follow the label instructions carefully. Another approach for either of these pests if the damage is slight would be to hand pick them off.
