I have a perennial that was given to me by my mother. The only name I have for it is "Blue Bells". They start out with leaves similar to the wild lilies but get small blue flowers that are only wide open early in the morning. I am interested in dividing them but need to know what they are and when is the best time of year to divide them. Any idea what they are?

I believe you have a form of Tradescantia or spiderwort; the blue on this is a beautiful rich shade of true blue. These can be divided almost anytime if done carefully but the recommended time is as they are going dormant after blooming. You may also find that they self sow.
