I'd like to put in a low groundcover on a moderately steep slope in my yard. We're near the ocean, so we get a lot of fog (not too much sunshine). I need something that will prevent erosion and would prefer something that flowers.

Groundcovers that perform well in partial shade in your gardening zone include Corydalis, Kenilworth Ivy, Epimedium, Sweet Woodruff, Lamium (Dead Nettle), Pachysandra and Redwood Sorrel. Each of these has a short blooming cycle, and all are reasonably low-growing.
