When would be the best time to plant tulips and daffodil bulbs in my area?

Mid fall when the soil temperature has cooled to about 60 degrees is the best time to plant tulips and daffodils and other hardy spring blooming bulbs. Ideally you would do it right before a rain so that they are watered in well.
