What other herbs can I rotate with my basil plants so as not to over use the soil?

In my experience, basil is an easy going annual and not terribly demanding on the soil, so it can be followed by almost any other annual herb or flower -- I can't think of anything off hand that would be a bad mix and especially as long as you add more organic matter to your soil every year to help it stay healthy. I have even planted it in my vegetable garden alongside the tomatoes and peppers and rotated it from spot to spot along with them every year. Enjoy your basil!
