Can I mix the potting soil I used in containers this summer into my garden beds? I grew tomatoes and peppers. Will this help or hurt the soil?

Odds are good that the old soil is pretty much depleted by now, but in practice many gardeners do add it to their gardens. One caution would be to put it in an area where you will not be growing tomatoes or eggplants (or peppers or potatoes) in the next few years so as to avoid any possible disease carryover and to allow it to be restored by ongoing soil improvement as you would for any vegetable garden soil.
