I would like to know if I could plant this plant outside
it is so tall its 8 ft tall and I really hate to cut it.
its so beautiful and green. I can no longer keep it inside.

Dracaenas grow best in warm temperatures, and would not be hardy outdoors in your climate. If it's too tall, you can cut the crown off and repot it. The cut end of the top will grow roots and the cut stem will develop new foliage, giving you two plants in place of the one that's too tall.
