Do you cut back Cannas here or dig them up?

Cannas are native to the tropics and subtropics and will be perfectly happy in the ground all winter in your gardening region - as long as the soil doesn't remain soggy for long periods of time. Cut the flowering stalks down when the flowers fade, then cut any yellowing foliage down to ground level. In the spring new foliage will appear, along with lovely new flowers.
