I am doing a science research project and I only have a certain amount of time to grow a plant, what is the fastest sprouting bean plant?

The fastest germinating beans will be beans planted in soil that is warm -- the optimum range is 70 to 90 degrees. Keep in mind that your soil temperature will be cooler than the ambient room temperature, and water with tepid water rather than icy cold from the tap. In my experience most of the quicker maturing beans seem to grow quicker overall, so you might want to look for beans that mature in about 50 to 60 days for fresh eating rather than the longer term beans grown for drying. Good luck with your project!
