Is it too late to plant a miniature rose bush outdoors or should I keep it indoors and plant in the spring?

It is awfully late to plant something, but if your rose bush has been outside all along and is going dormant, I think I would plant is even though it is so late. Be sure to water it in well and mulch it to help reduce heaving and thawing. Alternatively I would sink the pot into the ground in a sheltered spot and hold it over winter that way rather than bringing it indoors. Then plant it in very early spring.
