Fertilizing Of Garden Plants - Knowledgebase Question

I have planted several plants of Blue Daze (evolvulus)and am wondering if they should be fertilized at this time of year. I am unsure whether they are annuals or perennials.

Evolvulus giomeratus (Blue Daze) is a tender perennial. If you do not experience frost, the plants will live for several years. If you do get frost, you can consider the plants to be annuals. The best time to fertilize is during periods of active growth, beginning in spring and lightly throughout the summer.
