When is the best time to transplant a 2 year old butterfly bush.

These bushes can be a bit touchy during a cold winter, so I would transplant it in late summer to early fall and be sure mulch well the following winter. Alternatively, I would move it in spring after it had come into active growth and being sure to cut it back quite hard to compensate for the inevitable root loss. You might also consider starting a new shrub from a tip cutting -- they grow so quickly and it is a good form of insurance.
