I am planning to mix cow manure with my garden soil this fall and I usually plant my Garlic in the fall. Is it alright to plant the garlic the same time in mix the cow manure or should I wait until spring?

If the cow manure is already well aged then it should be alright to mix it now and then plant, assuming the garlic is a good hardy type that will overwinter well in your area. It is however in my experience a bit late to be planting garlic in November.
