If I severely prune my Carolina jessamine now (November) will I cut off flower buds that would bloom next spring? It has grown over my fence and my neighbor is enjoying the blooms, not I.

Yes, you will be cutting off the bloom buds for next spring. The best time to prune Carolina jessamine (Gelsemium sempervirens) is after it completes its bloom in the early spring. That way it will have time to send out new shoots that can mature and set bloom bud for the following year.
