I recently purchased an herb called a Santolina. I was wondering what the best way to propagate this plant was. Can I root cuttings from the Santolina or should I dig it up and divide it?

Santolina is usually propagated by cuttings taken during the growing season. Make sure to use a free draining soil mix and provide air circulation for the cuttings. It is too woody a plant to divide well.
