What Are Peony Eyes? - Knowledgebase Question

I know that peonies need to be planted with the eyes 2 inches below the surface of the soil, does that mean that the pink/red growth coming from the base I see now need to be covered with soil?

The eyes, or buds, emerge from the top of the tuber, not the bottom, so plant with the buds facing upwards, covering with 2" of amended soil.
