You are thinking of what is commonly called a flower clock. I believe the inspiration for these must have come from work done by early botanists including Linneaus in Sweden. Sharon Lovejoy's book "Sunflower Houses: Garden Discoveries for Children of All Ages" (ISBN 0-934026-70-X) includes detailed instructions on creating a floral clock beginning on page 32.
