My 3 year lavender bloomed beautifully last year, but was
quite leggy. Do I divide it or cut it back?

Lavenders have a tendency to get quite woody after 3-4 years. Cut back no more than 1/3 of the plant in early spring just as new growth starts, as lavenders do not easily bush out from old wood. Layering is the easiest way to propagate new lavender plants.
