I have a chinese Hibiscus and it lost most of it's leaves in December and the new growth died. It's in direct sunlight, temps. of 70f during daytime and 60f at night. I give it a 20-20-20 fertilizer at the correct strength. How do Get it growing and healthy again??

Unfortunately, based on your description I am not sure what is wrong with your plant. These plants like a bright location and the soil should be moist but not sopping wet. Sometimes they will defoliate if they are in a draft of any kind, if the atmosphere is too dry or if the soil is either too wet or too dry. They may also lose their leaves if there is an insect problem, so inspect it carefully for any signs of that. I hope this helps you figure out the problem.
