Do you have any suggestions for a flowering shrub that will take full sun and grow to a minimum height of 9 to 10 feet?

There is a wide variety of flowering shrubs that you could use; many of the most common flowering shrubs will grow to the size you've specified when mature. Some to consider would be forsythia, Rrose of Sharon, Vanhoutte spirea, mock orange, lilac, winter honeysuckle (Lonicera fragrantissima), Burkwood viburnum and doublefile viburnum.
