I just planted 725 tulip bulbs with a 11-40-6 fertilizer. Are those good numbers for tulips?

Unfortunately, the only way to know what type of fertilizer is best is to run some basic soil tests every few years and find out what your soil is rich in and what it is lacking. Generally speaking those numbers should be ballpark suitable for tulips but there is really no way of knowing for sure without running the tests. It also depends how much of it you applied. Your County Extension (722-5940) should be able to help you with the tests and interpreting the results so you will know better what to expect.
