We live in East Tenn. and re-seeded several large areas of our lawn with fescue last Sept. My husband and I disagree on what we should do with the straw/hay that was put down as mulch over the seedbed. Should we rake it out now that grass has come up...or leave it there to rot?

In my experience it is fine to leave it there in place to rot. It will help add a bit of mulch to inhibit some of the early sprouting weeds while your lawn is still becoming established and it will help feed the soil a bit once it breaks down. Raking might also damage some of the tender new growth.
