I HAVE A RUBBER PLANT THAT I LEFT OUTSIDE IN THE COLD IT LOOKS TERRIBLE IT LOOKS LIKE IT IS DYING WILL IT COME BACK & WHAT CAN I DO TO IT

Rubber trees do not tolerate cold well at all as you have discovered. It may come back if not too badly damaged. You may find that it dies back quite a bit but that it will resprout from the baseor lower parts of the plant. Prune away any parts that are mushy or obviously beyond repair, then wait and see what it does. In the meantime, keep it indoors.
