I just bought some perennials and bulbs to plant in the garden. As these should be planted in early spring, is it
ok to plant them with all this rain falling on the bay area? Do I need to take any specific precautions?

As long as the soil is dry enough to work, you can plant. Rain will only help your perennials and bulbs get settled into their new homes, so don't let a little rain discourage you from planting! If soil is soggy wet, wait until it dries out a bit. As long as a handful holds together when squeezed but breaks apart when touched, it should be dry enough to work.
