I bought 2000 seeds. Planted them in two flats, under light, on commercial heat pads. Used warm water to spray on. Only have a handful of plants showing after two weeks. What did I do wrong?

Begonia seeds can take up to 60 days to germinate, so I don't think you've done anything wrong! The seeds should be sown just on the surface of moistened seed starting mix (they need light to germinate). To help hold in moisture you can cover the trays with plastic wrap, but be sure to remove it as soon as seeds begin to sprout to promote air circulation and avoid damping-off. Keep the trays at 70F to 80F. When seedlings appear, move under a source of artificial light.

Keep holding good thoughts - the remaining seeds should sprout in a few weeks.
