Question: When would it be safe to transplant seedlings outdoors in central Iowa?

Answer: For leaf crops (cabbage, broccoli, cauliflower, etc.), as soon as you're past killing freezes. For fruiting crops (tomatoes, peppers, eggplant, etc.), wait for the soil to warm to 60 degrees F and the night temps are above 50-55 degrees F.
