Is there any way of using the same water over and over again for the miniature waterfall just using the pressure of a garden hose? I have many animals who would like to drink from this waterfall and I do not want to worry about them getting injured with electricity from an electric pump.

I can't think of a way. The pumps are normally submerged and can be encased in a cage for extra security. The electrical outlet should also have a ground fault interrupt on it for sadety; in most places this is required by code. In my experience birds, frogs and other wild animals (and pet dogs) seem to be able to use these ponds without any trouble. The only direct exposure to the electricity is through the cord running back to the outlet and this can be encased in conduitand buried underground for added safety. You might consult with an electrician about the best way to install one in your situation.
