| Unfortunately, I can't think of a plant that would fit the bill as you have described it, unless you tried growing an evergreen vine such as English Ivy on some sort of support-- possibly the chain link fence. Most plants are wider than that and even the narrowest evergreen I can think of, the "Rocket" juniper, grows much taller than you have in mind. You might possibly be able to grow a privet hedge (not evergreen but the leaves do stay on very late and grow back very early in the spring) and maintain it at a narrow width at that height, but even this most prunable of plants needs about two feet of depth to go that tall.
