Starting Lilac Seeds - Knowledgebase Question

My husband and I gave lilac seeds as favors at our wedding in October because it is my favorite flower. I am trying to start some of the seeds myself. The packet says "soak in water 1 day. Refrigerate 1-3 months. Keep moist, not wet. Sow in loose soil outdoors" Does this sound right and
how can I keep the seeds moist and not wet?

The packet directions sound just right. The easiest way to keep seeds moist during a pre-germination chill is to mix them with barely moistened seed starting mix (or other growing medium), place in a plastic bag, and seal the bag. This will keep them moist, but not wet.
