Is Iowa too cold of climate to grow hydrangea? If not, is it best to plant in sun, shade, or partial shade?

It depends on your hardiness zones and where you are located (you're probably zone 4). The following hydrangeas are hardy to different zones. Remember the zones are only guidelines, Check your local nursery for a more accurate idea of which plants grow well near you. Climbing hydrangeas are hardy to zone 4; Smooth hydrangeas to zone 3; Bigleaf Hydrangeas to 6; Panicle Hydrangea to zone 3; and Oakleaf Hydrangea to zone 5.

Hydrangeas will grow in full sun to partial shade, but not full shade.
