How deep in the dirt do I have to lay compost or can I just lay it on top ?

You can use compost in any number of ways. One way is to dig it into the soil, another is to apply a light layer as a top dressing and leave it on the surface, and another way is to use partially finished compost as mulch. If you are preparing a new planting area, I would suggest preparing the soil deeply and incorporating as much organic matter as you can. This would include for example compost, old rotted leaves and aged stable manure and bedding. A layer of six inches would not be too much to add.
