What is the best time of the year to plant the Red Twig Dogwwod and the Goodness Grows Veronica?

Bare root shrubs should be planted early in the spring so they can "wake up" with the season. Container grown shrubs however can be planted any time the soil is workable, although early spring and early fall are best. Perennials can be best planted in spring or very early fall as well..
