What is a good hearty, fast growing shrub that can be used for a fence. Preferrably with blooms?

You might try forsythia or Rose of Sharon (Hibiscus syriacus) or any of the old fashioned spring flowering shrubs such as lilac, mock orange, spirea, and so on. Keep in mind that these all grow rather large and that pruning must be done accroding to their bloom cycle so as not to inadvertently remove flowering wood.
