Is it too early to start transplanting, shrubs, Roses, and Perennials?

Transplanting is best done in early spring, so this is a good time to do it. Make sure they are well watered, dig as much of the root system as you can, replant immediately ( prepare the planting area ahead of time ) and water them in well.
