I bought two 4" primroses. The leaves have started to get brown spots, especially close to the root area. What causes the brown spots?

Brown spots can indicate a disease problem, but it might also just be a natural death of older leaves. Be sure the soil drains well, and water only when the soil begins to dry out. If you keep plants too wet the roots can suffocate. Browning of the lower leaves is a common symptom of overly wet conditions.

I'd remove the affected leaves and watch the plant for signs of healthy new growth.
