What is the best time of year to plant rose bushes in New Jersey?

Dormant bare root roses must be planted in early spring so that they can awaken naturally with the season. This is also the only time they are available on the market. Container grown roses can be planted any time the soil is workable, but early spring and very early fall are best in my experience.
