I have an Aster that I planted last summer. I see no Spring growth as yet and I am wondering if I should cut the dead branches back to the ground?

Cut back the dead stems now. Your asters will produce new shoots soon. Since the plants are still sleeping, you can take this opportunity to dig and divide the clumps. This will give you several new plants where you only had one before!
