I want to put something under my children's play-yard like a sandbox but I'm afraid the neighbors cats will use it as a litter box. Is their anything I could put in or around the sand that would deter the cats but would not be harmful to children or is their some good alternative to sand for the bottom? The sandbox would be about 14x16 so a cover would not do.

While there are some chemicals that claim to deter cats and other 4-legged garden invaders, they probably aren't good choices for a children's play area. An alternative to sand could be shredded bark or bark nuggets. Both have been used successfully in school yards, and the materials do not seem to be terribly attractive to cats.
