Is it ok to dump (and leave to rot) a large load of fresh horse manure near roots of trees/shrubs (rhododendrons, etc)?

Horse manure is considered "hot" and as such should be allowed to compost or age prior to use near plant roots. Shallow rooted plants such as rhododendrons would be particularly sensitive to it if used fresh. If you can mix it with some bedding material or other source of carbon such as fallen leaves, it will make a great compost.
