Growing Sweet Peas - Knowledgebase Question

I have been trying to grow sweet peas for several seasons now. Our soil is sandy and our water has a high alkali content. I have tried several varieties, but I can't even get them to sprout out of the ground. I have even brought in rich black dirt from the mountain and still have had no luck. What can be done?
