The answer to your question depends to some extent on what type of shrub it is and how old it is, but in general the best times to move shrubs are very early spring and early fall. These timeframes allow the plant to grow new roots before the hot summer weather starts. Water it well the day before you dig it, replant it immediately, and water it well after replanting. Then keep an eye on the watering as you would for any new shrub.
