I am trying to find a fast growing shrub that stays green ALL year. I live in Oklahoma. I am not interested in putting up a privacy fence, but would rather have a living green fence row to go along a chain link fence.

You might try some of the upright junipers which are relatively fast growing and stay fairly narrow. Another possibility would be to use privet, which although it is not fully evergreen, holds its leaves late and leafs out early in the season. In addition, if it is clipped regularly and trained correctly, the branches and stems are very dense and traditionally have served the purpose.
