When is it safe in the Northeast to plant summer bulbs such as Dahilias and Lillies?

Dahlias can be planted a week or two before the last expected frost date, and hardy lilies can be planted as early as the soil can be worked. Some gardeners will start dahlias a bit earlier in pots so they can have a head start, but if you do this make sure to protect the tops from frost.
